Summary:The implementation of the project creates a model for the reform of specialised institutions for children from 0 to 3 years in Bulgaria and the provision of care for children at risk, based entirely on a complex of alternative services for support in the family or upbringing in a family environment. This approach proposes that a moratorium on new placements be accompanied by the intake and handling of all new cases to prevent child and family separation; to provide emergency foster care; short-term placement in an emergency or residential service in cases of genuine crisis. The work with the children continues until they are placed in an environment suitable for them.
