Summary:Equilibrium's experience shows that social services are effective when they are based in communities. The organisation emphasises the creation of sustainable families and communities with the active participation of children and families. Positive results are achieved when focusing on the strengths of the participants in the process. The report discusses the obstacles to the deinstitutionalisation process and suggests strategies for dealing with them.
