Summary:The document presents an analysis of the active support provided to families by Hope and Homes for Children in the first phase of the "Strategic deinstitutionalisation and reform of care for children from 0 to 3 years" project. The model of active family support was developed by Hope and Homes for Children on the basis of 20 years of practical experience in different countries in the process of transition from an institutional to a community-based child care system. Active support is understood as short-term, cost-effective, targeted material support of the family and direct costs of accompanying and advocating for access to services and finances, which is provided strategically, which means that it not only covers specific needs of the family at the moment, but is mobilised and spent in a way that: 1) ensures the restoration of the family's links with the community and the community care system, 2) mobilises the community response to the factors of poverty and social exclusion.
Purpose:The evaluation aims to determine the value of the active support provided to families from the target groups by HHC in the first phase of the "Strategic deinstitutionalisation and reform of care for children from 0 to 3 years" project.
