Summary:The document presents a study, analysis and assessment of the practices of providing care for children in early childhood in the field of health and education and the social sphere. The main conclusion is that as a result of the active process of deinstitutionalisation and the development of public-private partnerships in the social services sector for children at risk and their families, the regulatory framework (as well as in the health and education sectors) has been actively changing in recent years, aimed at introducing an integrated and intersectoral approach to solving the problems of children in Bulgaria, based on their rights. There are resources and prerequisites for improving education and care in early childhood, but there is no political document that would highlight and focus them as first priority and as an investment in our society with a high return.
