Summary:Disability Rights International's report, launched on 21.11.2019, raises the important issue of the quality of care in Small Group Homes, and how the welfare reform is progressing for children and families in Bulgaria. The members of the Coalition, as organisations that face the challenges of the unfinished deinstitutionalisation reform on a daily basis, insist again that it can't stop with the construction of new buildings while overlooking the comprehensive and systemic change as developed in the National Strategy "Vision for the Deinstitutionalisation of Children in the Republic of Bulgaria".
Purpose:Coalition Childhood 2025 reiterates its findings on the causes of the problems in small group homes, which are based on evidence from practice and which are reflected in the 2018 Analysis of the Permanent Expert Working Group (PERG) on the role of residential care in the child protection system.
