Summary:In addition to the statement of the Childhood 2025 Coalition, the team at Know-how Centre for Alternative Care for Children presents some observations and findings on the deinstitutionalisation process. Participants in the study were: practitioners working in and outside of small group homes, children and youth placed in small group homes or living in them, parents, representatives of state and municipal organisations. They identified 3 factors – barriers to improving the quality of care for children: 1/ ratio between the number of workers in small group homes and children; 2/ lack of professionalisation of workers in small group homes; 3/ bureaucratic and hierarchical management of the system which prevents the upholding children's rights.
Purpose:Addendum to feedback from the Childhood 2025 Coalition on the introduction of the National Service Quality Regulations.
